Actually it needs to be done on every TFTP Server, so If you run TFTP say on you Pub and Sub then you need to do it on both. If you have only one dedicated TFTP Server in your cluster then only that one needs to have it.

When upgrading firmware on Call Manager 4.1.3 for a SCCP phone load the install document directs you to download and run the SCCP .exe file. Is this done on the Publisher only or does it need to be done on every Call Manager server?
