[cisco-voip] updating calling search space - reset/restart required?

I haven't had an issue really with changing the CSS and needing to
reset devices in 4.x. IIRC, this was a change when 4.0 came out. Now,
this is with just changing the CSS settings, not with changing the CSS
assignment on the phone/line.
