I typically use the telephoneNumber field in AD as the user's ID in UCM
to make it easy for Extension Mobility. Thus, if I leave the
telephoneNumber field blank in AD, that user will not sync.

I have not looked at this but can it be done using AD OUs - basically
have users you want to see in the OU that LDAP syncs too and all other
users in another OU
