That said, ownership doesn't effect who can address a message to a PDL.
That is controlled in the class of service, with the 'Subscribers can
send messages to public distribution lists' option. Of course, if you've
set up a callhandler with a message recipient of the PDL, like we were
talking about last week, then anyone can call it and leave a message.
