Zoom's CallRec solution does what they call Prerecording. Basically,
every user they needs record-on-the-fly is recorded, but the recording
is not saved unless the user hits Save. Additionally, the call may be
saved after the call is terminated for a period of time.

We are in the midst of evaluating Cistera's product - quick record is
one of
their solutions and is likely something you could use.
The neat thing is that it is recording each and every call until it is
disconnected, and commits the recording to storage only after you
initiate
the quick record function. So, as long as you initiate the quick record
before the call is terminated, you will have it recorded.
Their solutions are scalable, although they don't like (don't support)
clustering of their devices. They would rather deploy one device that
meets
all your needs.
P.S. I have not actually seen this work, I'm going by 'word of mouth'
and
specs. But I would be surprised if they didn't deliver.
