But my example the dest pattern is 90[^012678]..T so what is the best solution to strip the first digit (9) only

Add the command 'forward-digits 10'.
Or, if it's a variable length destination pattern, instead of defining forward-digits, prefix the digits you're matching in the destination pattern, with the exception of the 9.
For example, if your destination pattern is 9088......., then your prefix statement would be 'prefix 088'. This will send 088, plus any digits represented by the dots.
Or you could try to tackle translation rules.
