Do this:

voice translation-rule 1
  rule 1 /^9/ //

voice translation-profile STRIP_LEADING_9
  translate called 1

dial-peer voice 35 pots
  destination-pattern 90[^012678]..T
  translation-profile outgoing STRIP_LEADING_9
  no digit-strip
  forward-digits all
  port 0/0/0 



However I suspect that 90885679076 won't be matched by 90[^012678]..T
because your excluding the first 8 with the "^" symbol aren't you?

Prefix 0

Since the 9 and the 0 are specifically matched, they will not be
forwarded to telco.

So, you need to re-add the 0
