[cisco-voip] Publisher losing time

Hi All 
 
I have a publisher ,subscriber and  IPCC version 4.2 .The subscriber and
the IPCC hold its time fine because its syncs with a NTP server on the
network but the publisher does sync to the lan time but still loses time
and when I adjust the  time I get RTMT alerts of low call manager ,tcd
and tftp heart beats  
 
Any ideas on how to keep the time on the publisher up to date, I have
done all the Microsoft windows2000 suggestion but they just don't wok
