I agree that that document says not to, but this document says the
opposite.

Page 7 of 8 near the bottom in reference to the configuration for CCM
4.2 and earlier.  That is where the confusion lies.  

In my TAC case I also asked if I can just point all my servers straight
to the clock servers using the NTP.conf file that is on each box.  No
answers back yet on any of my TAC questions.

Don't do that:
