Thanks to Peter for this one:

Team, when you have a time sync issue with NTP on a windows-based CCM
server, in order to make sure the xntp daemon is doing something, use
the "peer" command in the shell provided by the executable "ntpdc" -
It'll be with the xntp binary in C:\Program Files\Cisco\Xntp.

the below is from a lab, and i cant find documentation for it at all,
anywhere, but you want to see the NTP server's IP in "remote" and you
want to see the counter under "reach" increment. the delay and offsets
will probably be nonzero and remember that NTP syncs incrementally, not
all at once.

C:\Program Files\Cisco\Xntp>ntpdc
ntpdc> peer
     remote local st poll reach delay offset disp
=======================================================================
*LOCAL(1)        127.0.0.1        5   64  377 0.00000  0.000000 0.0009
**************
