[cisco-voip] pri dn numbers redirect to internal dn numbers

if the TELCO is sending you just 4 digits (like they do here) you can do a
number expansion to the internal extensions... it's just 20 numbers so it
might work.

I use num-exp if all four digits differ and translation rules if some of teh
digits remain the same...

personal preference I guess
