[cisco-voip] International Calls in VG224

Hello

I have a problem when making an international call from a VG224. When 
0.00XXXXX brand and establishing the so-called get a busy tone and after 
5 seconds, then the call is done correctly. How can I remove this busy 
tone? Phones registered in the CCM 4.1.
