Jeff,
Nope, FXO ports won't work.  Yes, you need the VIC2-2E/M to talk to E&M
lines.  Hopefully you can get the wiring info from Qwest, otherwise it's
a bit of a pain.  I struggled for a bit to get one wired up to a Lucent,
but solved it eventually (I think by trial and error... there are only
so many combinations a 4 wire can be wired up as, but it's not as easy
as two wires!).  But the complication comes in that there are 4 (Type I,
II, III, & V) different E&M configurations, and also a 2-wire and 4-wire
method (but at least you know it's 4-wire).  Find out all that info from
Qwest ahead of time:

Wiring pino-uts, E&M Type (I, II, III, or V) and what type of signalling
(wink-start, etc.).

If you get stuck troubleshooting, look for Cisco Document ID 14001
