[cisco-voip] CCME DAYLIGHT SAVING ISSUE IN PERTH

Get the latest CCME IOS and phone firmware loaded.  That should solve
it, but if not open a TAC case.

I had this issue at a customer, and it turned out to be the IOS didn't
understand the 7942 model and how to set the time or something (but let
the phone come up as a 794x or whatever).
