[cisco-voip] how to restrict 'dial to page'

Hello all, we have Berbee ReliCast which we are testing to send a
broadcast when a certain extension is dialed. Our Public Safety
supervisor wants to be able to send a live page from his cell phone or
other phones outside of the campus, we can do this right now with a DID,
however, since there are just too many chances that that number could be
dialed by mistake and a page started, we're trying to figure out what we
can do to restrict it. We thought about using a 1fb, plugged it into a
voice gateway, when someone calls the 1fb the gateway provides dial
tone, at that point the user dials the extension that triggers the page
and is prompted to enter a FAC, the page is sent. We're just
brainstorming at this point, does anybody have any experience with this
or something similar? Do you think this approach could work? Any input
is greatly appreciated. TIA.
