I've once done something like that on the gateway. It was a combined minimal
IVR (accepting the call, playing out some .au to greet the user, finally
connect them to a number on CCM with a way to bypass the greeting speech
by a certain DTMF sequence) and while it was playing the speech, the
script resolved the calling party number against a RADIUS server and
replaced the Display IE with the value RADIUS returned, if any.

That's were doing this via RADIUS really comes in handy.
You will probably not want to automatically connect the call and play
something before passing it on, so the remaining question is whether
you could do the RADIUS query and display replacement without actually
connecting. It's been years since my last TCL IVR scripting, so I really
dunno out of the box.
