 If you have your dial plans setup correctly then you will be able to block calls from your CM. The way i set it up was a allow only what i need to go out. I know you can block calls with H323 VGW.  But I thought Cisco was going to push that down to CM / MGCP in an upcoming release.  or was that just bad pizza?
