RTP is also marked, though you should ensure that the default dscp values
for media (both on mgcp and h323) are what you are expecting.  If in doubt
set them manually either by command (if you are trusting the router) or via
remarking if you are not trusting the endpoint.
 
Your gateways should be treated just like any other voice endpoint when it
comes to your qos policy.  If you are trusting them then make sure they are
setting the right values via configuration.  Otherwise remark to the desired
values.
 
Of course someone who has actually implemented this stuff can feel free to
correct me.

Yes the signalling traffic should be marked just like any other voip
signalling.  You can set the specific values for dscp for both H.323 and
MGCP with commands on the gateway.

Hello,
 
we have a 5.x cluster with several gateways. We have implemented QoS in the
LAN (classification, marking and scheduling). The CallManager instructs the
IP phones to use CoS marking for signaling (SCP) and voice (RTP). For a call
to the PSTN, the path IP Phone->Gateway is QoS aware, but what happens in
the other sense?
 
We have some MGCP and H323 gateways. The switch ports where the gateways are
connected are trusted, but does the H323, MGCP and RTP traffic originated in
these gateways with destination the CCM or an IP Phone for an external call
have any QoS mark?
