With H.323 you can do this easily using translation-rules. With an MGCP
controlled endpoint the router passes on all digits to CUCM and you'll have
to do the same using translation patterns.

Subject: [cisco-voip] MGCP tranlsation rules
Hi,
I am having a problem. When I receive a call, I have a caller ID in this
format 11xxxxx , 64xxxxx etc. I know that I can make translation rules on
CCM. But is there any way I can do that on Voice Gateway. I would like to,
when I receive a call 11xxxx, to remove 11 and replace it with 9 keeping all
the numbers behind 9, but when I receive a call 64xxxx, I just want to add
9. Is it possible to do it? I am using CCM 4.2 and voce gateway is 2801 with
3 ISDN BRI wic.
Thanks in advance
