CUDAC and CUBAC use the TAPI integration to connect to CUCM CTIManager.
If you download the TSP from the CallManager onto your CUBAC / CUDAC server
I can't see any reason why it wouldn't work.
However, I haven't seen anyone using this yet. You might want to look and
see if there is a CUBAC/CUDAC doc that covers 7.0 in the CUCM 7 docs.
