[cisco-voip] QSIG over IP?

I am having a problem using that option for CME devices connected to our
Gatekeepers.  When I have that option selected I can make and receive calls
from our other CUCM clusters via the Gatekeeper but if that option is
selected I can't make or receive calls from our CME sites that are
registered to the Gatekeepers.  If I unselect that option it is the reverse
outcome from above. 

Is there any configuration to put in the CME devices to make them aware of
the tunneled protocol.  I see information about it in h225 debugs but not
sure if the CME devices can look at that and decode it. 

I tried:

Voice service voip
Qsig decode


But nothing.

Look at the Tunneled Protocol on the H.323 gateway/trunk and you will see
Qsig.

I'm used to a router with MFT-T1 running MGCP/QSIG to Avaya, but can I use
QSIG over IP? Would that be QSIG over H323 or QSIG over SIP? Does
CallManager support either QSIG over H323/SIP?

 

Looking to connect CallManager 6.1.2 to Avaya 8700 without a T1 card, but I
don't think under Device > Trunk there are any options that support QSIG.
