[cisco-voip] 12.4(20)T and VG224 DC Voltage for hotel phones

Should activate up to 90v. What I have found is that the phone has to be
ordered to use FSK. This option typically cost more. This update does not
help with the neon VMWI option. Also there is a bug in earlier 12.4 releases
that prevents VMWI from working. Fixed after 12.4(17.09)T.
