[cisco-voip] Change the default **# password for an IP Phone

Then you factory default the phone to reset the settings.  The  
settings access comes from the config file pulled from the TFTP  
server so as long as you can get the phone to pull its config file  
you can update the settings.

But what happens if:
you have manually configured the ipphone, and at some time you want  
to change some settings from the menu?
And at that time, for some reason, you can't register it to the  
cluster so there is no way to allow settings access.
