i'm pretty sure:

INT VOICE/VIDEO GK, IPIPGW, TDMIP GW AES, LI    (
c2800nm-adventerprisek9_ivs_li-mz.124-20.T.bin)

has the gatekeeper, although haven't personally tried GK with 12.4(20)T
