[cisco-voip] Error Pass Limit on 7911, 7912 phones

We're running CUCM 4.2(3)sr3. I have one 7911 and one 7912 that when connected have no dialtone and when the handset is replaced throws "error pass limit" to the display. My firmware for the 7912 is 8.0.3. I downloaded 8.3.4 (which CCO shows as having the fix) for the 7911 but I'm still seeing the error. I've reset both to factory default, registered, no help. Anybody run into this and have a cure?
