[cisco-voip] Duplicate Calls

Sometime a few weeks ago, I changed the greeting for our Fire Dept. Since
then, if you call the Fire Dept, the call shows up on the phone at Fire
(with Caller ID).  One second later, a second call comes in (without Caller
ID).  The Second call is dead.

This happens on every call to the Fire Dept.  Even stranger, the Call
Handler for Fire is enabled in Unity, yet never plays.  Calls are routed
instantly into the Fire Dept.

I am not sure where the breakdown is, so if you can tell me where I should
start looking, that would be great!
