[cisco-voip] 7941 Power Problem

I have a 7941 that seems to have a problem with Cisco inline power.  If I plug into a PoE switch (3524) I briefly flash all lights then hangs on the green speakerphone light.  If I supply power via a CP-PWR-CUBE-3 it will boot properly...I assume there is just a problem with the inline power, but has anyone else had this and found a fix?  I did a factory default on the phone which did not change anything.
