If you're using H.323 and you have a dial-peer for each PRI in successive priorities, the calls should failover to the functional PRI.

Subject: [cisco-voip] PRI Failover
I am hoping this is the case but am unsure. If I have 2 PRIs
in a route group and one goes down (D-channel is reflected as down on router)
will CCM automatically send calls to the second PRI or does this require manual
intervention?
