Matthew:
If they are h323 gateways then Call Manager would not know if the PRI is
down or up.
If they are MGCP this should be handled by the call manager.

Is this in a lab or production enviroment?
Either way you should test to make usre that the desired results are
achieved.

Also - you need to make sure that your 911 dial pattern will only point to
the proper gateway so you don't call emergency services from location A and
have the call go out the GW at location B.
