[cisco-voip] 6.1.2.1000-13 to 6.1(3b)SU1 upgrade question

We're planning to upgrade from 6.1.2.1000-13 to 6.1(3b)SU1 (single
cluster, pub and 2 subs).  Based on release notes, we have to upgrade to
6.1(3b) before we can upgrade to 6.1(3b)SU1.

Would it be OK to upgrade the publisher to 6.1(3b) -> 6.1(3b)SU1 then do
each subscriber 6.1(3b) -> 6.1(3b)SU1?  Or is it best to upgrade the
publisher to 6.1(3b), then each subscriber to 6.1(3b); repeat for
6.1(3b)SU1?
