Obviously, the Telco disagrees :-)

Basically, it's up to the Telco, and if they choose to set it that way 
(to only accept CallerID from calls configured as national) they can do so.

I used to leave all unknown as well, and just recently ran into an 
issue, where I was getting incoming CallerID's from the telco, with 
dialing prefixes ripped off, and "proper" ISDN types. So I had to put 
the prefixes back, based on the type (00 for international, 0 for 
national over here)

putting a voice translation on the voice-port of the gateway could fix 
it easily. (probably it can be set from CUCM as well, but I used it on a 
CCME, so right now I have no idea, how )
