Hi Bill,

 A 2800 will be the cheapest option I think, unless you happen to have kit lying about.
You need the CUBE image, c2800nm-adventerprisek9_ivs-mz.124-22.T.bin (INT VOICE/VIDEO, IPIPGW, TDMIP GW AES) I think is the latest.

Some features require an activation key but I think this is limited to GateKeeper functionality.
Pure SIP to SIP gateway does not need a licence

So, it basically comes down to raw horsepower, a 2801 will do about 40Mbps in a following wind.
