[cisco-voip] Delay in CNG detect - Connect first

There's a bug in IOS related to dB levels.  Not sure if this plays a
factor in this.

 CSCso69794: V.21 Fax Tone is not detected if the signal level is less
than -22 dB

It's in IOS versions 12.4(15)T, fixed in 12.4(15)T8.
