[cisco-voip] Hunt Pilot fast busy

I ran into this before and 'logged into hunt group' was unchecked on the vg ports.  After checking it, calls work as expecte

I am trying to create a simple hunt group to some ports on my vg224.
I tested this before with regular IP phones and it worked fine.  
I copied an existing, working Hunt Pilot and assigned members to the group as usual.
The new one rings fast busy.  I can’t figure out what I am missing, or if something is broken.  
Any help is appreciated.
