[cisco-voip] Phone calls going busy

I'm getting *Cause i = 0x82A9 - Temporary failure* on my debug isdn q931
from time to time causing a busy when the phone really is not. (outbound
calls)
I'm not finding much on this.  Any additional info anyone can give me would
be much appreciated.
