You can use a line group configured with the Broadcast algorithm.

We're on Call Manager 4.2(3)sr4a.  Is there a way to ring all phones
without
having a common line appearance on every phone?  I know you can't page
through the phones.  Just curious as to whether or not there was a way
to
send an alert to all phones via some other method.
