I think this is dependent on CCM/CUCM version, is it not?

Yes, you can use BAT for IP Phone services. Check the bat spreadsheet, on the left side, last item, says something like "number of ip phone services, number of parameters" 


"1;3" says, 1 ip phone service, 3 parameters
