[cisco-voip] Third Party TFTP

CM itself actually facilitates this a bit.

The SRND calls for a 'centralized tftp' design.  In that design all 
endpoints point to a single TFTP server. That TFTP server attempts to 
retrieve files from other remote servers if file is not found locally.  
Unfortunately even this approach has caused some issues.  See CSCsq48448.

This is all to say an ambitious developer or haxor could setup TFTP 
server that used http on the backend to retrieve config files from CM 
for a topology like:

CM---(http)------Server2---(TFTP)-----phone

to overcome the horrendous WAN performance of TFTP.
