Yes. You would just add another Integration and assign ports to that new cluster. 

Alternatively, create an ICL between the clusters and access VM that way. 

I can not recall if MWI through ICL is supported or not. If not, you need at least one port for MWI on the other cluster. 

However, with Unity 4.0(x), MWI refresh is sent across all phone systems (or integrations). You might get your self with a lot of failures.
