[cisco-voip] Cisco VG224 strange behavior

TAC said that 12.4(24)T2 has some more fixes. I have a issue for a port keep
in off-hook after first dial-in, the reloading of the VG224 is the way to
make it on-hook.

This feature isn't supported in that code. 12.4(25a) is a mainline
release. This wasn't supported until 12.4(4)T. Download something
like 12.4(20)T4 or 12.4(22)T2 and it should work better.
