[cisco-voip] Error 1904

I ran into this one as well.  The issue is the need for an older runtime DLL (msvcr71.dll) to be present at install time in the \windows\system folder.

I will send you the file and the .cmd files we wrote to help check for it and copy it into place under separate cover.
