Sorry Ryan, where did you get the readme? When I went there, it was just a pointer to the general release notes section and I only found one part that referred to SU1, and that was for 8900/9900 phones.
Also, I noticed that they only post the iso for upgrades from the same base. If you want to upgrade from a different base, the TAC has to provide you with the "larger" iso file.
But still, it would be nice to have the

I just checked and the readme for 7.1(3a)SU1 is indeed available, you get to it via a link on the downloads page. The readme does included resolved caveats.
There's even a section called "Resolved CUCM Caveats in 7.1(3.11003-1); base ES for 7.1(3a)su1".

So they are finding bugs, correcting them, and not documenting. I'm
not even going to touch this in a lab until things are disclosed.
