You should be fine for any of those locations.  A common architecture
amongst many of my past & present customers is a centralized CUCM cluster
per region - I've seen plenty of europe (UK & nearby) based clusters
supporting all of Africa and the Middle East.  Likewise, I've seen plenty of
China/Japan based clusters supporting the Pacific part of Asia-Pac.
