[cisco-voip] Dialing to H.323. GW

We recently upgraded to CM 7.x from CM 4.2(sr3).  We are able to 4 digit dial another phone system across the Ocean.  The calls ring on the other end, but as soon as the Voicemail tries to pick up it goes to fast busy.  I am guessing there is a codec issue, but not sure.  The other end is and Avaya system.  I have looked at the other side and it is using G.729.
