[cisco-voip] CallManager 5.1x to 7.1.3 and a Patch Set?

I'm running 5.1.3.7101-1, so the way I read this bug id I won't need
this special file.  Is the file published on CCO or is it a special
access file? I couldn't find cisco-ipt-k9-patch7.0.1.11101-1.sgn.zip

The Release Notes for CallManager 7.1.3 reference a special "Patch Set"
that needs to be on the ftp server along with
UCSInstall_UCOS_7.1.3.20000-2.sgn.iso when upgrading from CallManager
5.1

 

I'm trying to find where on CCO I download this Patch Set and what the
file names are.
