[cisco-voip] CiscoLicenseApprochingLimit alarm

Is there a setting to tweak this down a little? I have over 2000
license units left for the remainder of this year's installs - getting
syslog alarms every time someone adds a phone now. I like the idea of
getting an alarm when we're low. I'm not sure if I could disable this
alarm if I wanted to other than having RTMT not alert me at all for
syslog alarms.
