[cisco-voip] CM 4.1 Call Forward All to Voicemail problem

DBReplication by itself in 4.x will not affect any realtime call processing activities at all.
If whatever network issue is breaking your replication is also taking out your SDL connections and the DB connectivity from the CCM services on the sub to those on the pub.
