[cisco-voip] CM 7.1 stalling on snmp?

concensus appears to be the first boot after upgrade should be slow. IBM
is re-discovering hardware. Most report this taking upwards of 30
minutes. Let it get all the way through. Subsequent reboots should
proceed without the delay.
