Phil,
Did you set up a CallManager group and have it listed under your device
pools for your devices? You can verify the devices have a failover CM
loaded by checking the CallManager configuration on the handsets and it¹ll
list the CM list.

I'm having to build a cluster for the first time in a long time.
The pub and sub are both up.
However, when I shutdown the pub CM service to test failover phones cannot
register to the sub.
Is there something I'm forgetting?
