You could also configure an ephone-template and not include the DnD softkey, then apply the template to all the ephones you do not want DnD.

try below commands and then test.

2811(config)#ephone X
2811(config-ephone)#button 2f4   //suppose button 2 with ephone-dn 4
  feature-ring  Use 'no dnd feature-ring' to exempt line configured for
                feature-ring from DND ringer suppression
2811(config-ephone)#no dnd feature-ring

create an ephone-template for softkey, remove the DND key from it, then apply it to the ephone. nobody can use DND.
